Municipal Class Environmental Assessment Study for



The Town of New Tecumseth is initiating a Class Environmental Assessment (Class EA) Study to increase the groundwater supply capacity of the existing Alliston Drinking Water System. The Town of New Tecumseth Water Supply, Distribution and Storage Master Plan (Master Plan), completed in 2016, identified the need to increase the existing supply capacity to accommodate the current and long-term growth needs in Alliston, Beeton and Tottenham to 2031.

Problem Statement

The 2016 Master Plan recommended new municipal well(s) and transmission mains for an additional 3,500 m3/day capacity to increase the local water supply in the Alliston area. The Town has further approved an additional capacity allocation of 300 m3/day. Increased groundwater supply capacity will address:

  • Security of water supply since the primary source of supply to the Alliston Drinking Water System is a single transmission watermain from the Town of Collingwood.
  • Projected supply deficit capacity as a result of planned growth in the Town to 2031.

An increase in groundwater supply capacity will include an additional groundwater supply source, to provide a maximum day flow capacity of 3,800 m3/d, as well as the required modifications and/or upgrades to the existing water distribution system to allow for the connection of the new supply well(s) to the existing system.

The Process  

The Class EA study is being conducted according to the requirements of a Schedule “B” project of the Municipal Class Environmental Assessment document (October 2000, amended in 2007, 2011 & 2015). The purpose of the Class EA study is to identify the preferred location to establish a new municipal groundwater well(s) and the associated water distribution components. The study will include:

  • public and agency consultation
  • identification and evaluation of alternative well sites
  • test well drilling and construction program
  • identification of measures to mitigate potential impacts
  • consideration of technical, socio-cultural, natural environmental and economic issues. 

Opportunity for Public Input

We will consult with the public and review agencies throughout the Class EA process. A Public Information Centre (PIC) will be held in association with this study. We will publish invitation notices to the PIC in local newspapers, on the Town’s website http://newtecumseth.ca/business/studies/ and distribute to all individuals who express an interest in the study. Notification to potentially affected parties will also be provided in advance of the test well drilling program.
